Shipping companies, operating Liquefied Gas Tankers, employ Deck officers and Engineers holding this STCW compliant training (as required by MPA). Hence, participants are trained in accordance with the requirements of Section A-V/1-2 of the International Maritime Organization (IMO) STCW Code, as applicable to the operations on Liquefied Gas Tankers, as well as the guidance in IMO Model Course 1.05.
They will learn through a combination of classroom lectures and practical demonstrations of using safety equipment, with multimedia teaching aids, case studies, and Liquid Cargo Simulator (LCHS). All cargo operations are explained and evaluated in LCHS.

Course Objective

This course aims providing training, at an Advanced-Level, to Liquid Gas Tanker Cargo Operations personnel. They include Masters, Chief Engineer Officers, Chief Mates, Second Engineer Officers, and any person onboard Liquefied Gas Tankers having immediate responsibility for the loading, discharging, care-in-transit, handling of cargo, tank cleaning, or other cargo-related operations. Furthermore, it meets all requirements under Standards of Training, Certification and Watchkeeping for Seafarers (STCW) convention Chapter V, Section A-V/1-2 para 2. This certificate is pre-requisite to obtaining ‘Dangerous Cargo Endorsement’ (DCE) from the Maritime & Port Authority of Singapore (MPA). DCE is a mandatory document for Senior Shipboard Officers and Engineers.

Course Outline

By the end of the course, participants will be able to:
  1. Take immediate responsibility for loading, discharging, care-in-transit, handling of cargo, tank cleaning, and other cargo-related operations
  2. Enhance safety by providing the necessary knowledge and skills to fully understand Liquefied Gas Tankers' safety system and operational requirement

Topics to be covered
Day 1  
  • Knowledge and Understanding of Basic Chemistry and Physics and the Relevant Definitions related to the Safe Carriage of Liquefied Gases in Bulk in Ships
  • Understanding the Information contained in a Material Safety Data Sheet (MSDS)
  • Knowledge and Understanding of the Hazards and Control Measures Associated with Liquefied Gas Tanker Cargo Operations
  • Knowledge and Understanding of Liquefied gas tanker emergency procedures
  • Actions to be taken Following Collision, Grounding or Spillage and Envelopment of the Ship in Toxic or Flammable Vapour
  • Knowledge of Medical First Aid Procedures and Antidotes Onboard Liquefied Gas Tankers, with Reference to the Medical First Aid Guide for Use in Accidents involving Dangerous Goods (MFAG)

Day 2  
  • Knowledge of Liquefied Gas Tanker Design, Systems, and Equipment
  • Types of Liquefied Gas Tankers and Cargo Tanks Construction, General Arrangement and Construction, Cargo Containment Systems, including Materials of Construction and Insulation
  • Cargo-Handling Equipment and Instrumentation, Cargo Pumps and Pumping Arrangements, Cargo Pipelines and Valves, Expansion Devices, Flame Screens, Temperature Monitoring Systems, Cargo Tank Level-Gauging Systems, Tank Pressure Monitoring and Control Systems, Cargo Temperature Maintenance System, Tank Atmosphere Control Systems (Inert Gas, Nitrogen), including Storage, Generation and Distribution Systems, Cofferdam Heating Systems, Gas Detecting Systems, Ballast System, Boil-Off Systems, Re-Liquefaction Systems, Cargo Emergency Shutdown (ESD) System, Custody Transfer System
  • Cargo Handling Equipment

Day 3  
  • Knowledge of Pump Theory and Characteristics, including Types of Cargo Pumps and their Safe Operation
  • Cargo-Handling Equipment and Instrumentation, Cargo Pumps and Pumping Arrangements, Cargo Pipelines and Valves, Expansion Devices, Flame Screens, Temperature Monitoring Systems, Cargo Tank Level-Gauging Systems, Tank Pressure Monitoring and Control Systems, Cargo Temperature Maintenance System, Tank Atmosphere Control Systems (Inert Gas, Nitrogen), including Storage, Generation and Distribution Systems, Cofferdam Heating Systems, Gas Detecting Systems, Ballast System, Boil-Off Systems, Re-Liquefaction Systems, Cargo Emergency Shutdown (ESD) system, Custody Transfer System

Day 4  
  • Knowledge of the Effect of Bulk Liquid Cargoes on Trim, Stability, and Structural Integrity
  • Proficiency in Tanker Safety Culture and Implementation of Safety Management Requirements
  • Proficiency to Calibrate as well as use Monitoring and Gas Detection Systems, Instruments and Equipment
  • Knowledge and Understanding Dangers of Non-Compliance with Relevant Rules/Regulations
  • Lunch
  • Cargo Operations - Theory

Day 5  
  • Proficiency to apply Safe Preparations, Procedures, and Checklists for all Cargo Operations, Post Docking and Loading, Tank Inspection, lnerting (Oxygen Reduction, Dew Point Reduction), Gassing-Up, Cooling Down, Loading, De-Ballasting, Sampling, including Closed-Loop Sampling
  • Sea Passage such as Cooling Down, Pressure Maintenance, Boil-Off, Inhibiting, Unloading, Ballasting, Stripping and Cleaning Systems, Systems to make the Tank Liquid-Free, Pre-Docking Preparation such as Warm-Up, lnerting, Gas Freeing
  • Ship-to-Ship Transfer

Day 6  
  • Proficiency to perform Cargo Measurements and Calculations
  • Cargo Operations
  • Knowledge and Understanding of Safe Working Practices, including Risk Assessment and Personal Shipboard Safety relevant to Liquefied Gas Tankers,
  • Precautions to be Taken when entering Enclosed Spaces (such as Compressor Rooms), including Correct Use of Different Types of Breathing Apparatus,
  • Precautions to be Taken Before and During Repairs and Maintenance Work, including Work Affecting Pumping, Piping, Electrical and Control Systems,
  • Precautions for Hot and Cold Work, Electrical Safety, Use of Appropriate Personal Protective Equipment (PPE), Precautions for Cold Burn and Frostbite, Proper use of Personal Toxicity Monitoring Equipment

Day 7  
  • Cargo Operations
  • Understanding of Procedures to Prevent Pollution of the Environment
  • Knowledge and Understanding of Relevant Provisions of the International Convention for the Prevention of Pollution from Ships (MARPOL) and other Relevant IMO Instruments, Industry Guidelines and Port Regulations as Commonly Applied
  • Proficiency in the use of the IBC and IGC Codes and Related Documents
  • Case Studies
  • Assessment Test

Minimum Requirements

Open to Deck and Engineering Officers completed basic firefighting training (MPA recognises) as well as either basic Liquefied Gas Tanker Training Course OR 3 months sea-service on any tanker

Certification / Accreditation

• Certificate of Attendance (electronic Certificate will be issued)
A Certificate of Attendance will be awarded to participants who meet at least 75% attendance rate

• Certificate of Completion (electronic Certificate will be issued)
A Certificate of Completion will be awarded to participants who pass the assessment and meet at least 75% attendance rate
